## Definition

NTR measures how fragile the transfer is from visible referent to intended action, using AAC-informed pictogram reading rules. This transfer is a baseline requirement for every symbolic communication artifact. Public signage, AAC communication, safety, and packaging contexts apply the strictest cap when transfer is weak.

## Formula Structure

`NTR = aac_risk(visible_form, intended_action, context_inference, support)`

## What It Reads

- Whether a user can move from seeing the object to understanding the action.
- How abstract, legacy, indirect, or convention-heavy the mapping is.

## High Reading

## Low Reading
