## Definition

PictoClarity is an evidence-screening framework for estimating pictogram and icon clarity risk before user testing.
It estimates semantic transfer, perceptual clarity, visual robustness, cultural robustness, temporal drift, and neurocognitive transfer risk from scoped evidence.

## Core Position

- Recognition is not transfer.
